Conformity Assessment in Small States: Policy Challenges and Trade-Offs from the Estonian Experience (U02d)
Small EU Member States face structural policy challenges in building and sustaining national conformity assessment ecosystems under EU cybersecurity legislation. Using Estonia as a case study, this talk examines policy trade-offs around national capacity, market size, cross-border reliance, and EU-level harmonisation, and highlights where current regulatory approaches help—or hinder—effective implementation in smaller markets.
