Angel Moreno Rubio

Ángel Moreno Rubio is Digital Policy Manager at TIC Council, the international association representing the testing, inspection and certification (TIC) industry. There he coordinates and implements advocacy strategies on cybersecurity and AI. Ángel has been actively engaged at the intersection of technology and public affairs since 2021, starting his career at Telefónica. He later moved to Brussels, where he advised international clients at a public affairs consultancy, guiding them through the complexities of EU digital, trade and space policy. Ángel holds a bachelor’s degree in International Relations and Communication and a master’s degree in EU Affairs from the College of Europe.
